Given the new decisions of the provincial consultative meeting held on July 16, 2009 under the chairmanship of federal official Secretary, M/0 Education, M&E Regime of the NCHD has been restructured as part of modified PC-I under consideration. The structuring M&E Regime has also been done considering the expansion of NCHD and the present and ensuing computer programme interventions. Therefore, there is a growing need to dislodge and corroborate M&E of NCHD, premised on the following points:
To enable M&E to determine the position/status of NCHD on its street map at any point in time.
To reposition M&E part as a crosswalk cutting institutional mechanism for performance improvement.
To enhance the grasp and scale (coverage) of M&E trading operations to a deputy level that allows generalization of observations and conclusions.
To position M&E to offspring qualitative and quantitative inferences for better planning, improved programming and trenchant implementation.
To revamp M&E to improve data instruction and quality of progress reporting
To strengthen M&E to rate the efficacy of programs and their components.
To compartmentalize different functions of M&E, so that relative focus is given to each function.
To mainstream M&E department as a major stakeholder along with the program and operations departments.
To transform M&E department to be cheer additive and at the same time positioned towards inducing will power of both the Program and Operations departments.
To systematize M&E for:
oRegulating and regularizing monitoring visits, monitoring outreach, frequency and coverage.
oDetermining the mode of monitoring and evaluation, which is objective, results based and flexible in nature?
oInstilling a cross serviceable approach in both monitoring and evaluation, by focussing on processes, outputs, outcomes and inputs too.
